  1.1                          A bill for an act 
  1.2             relating to human services; changing ineligibility 
  1.3             provision for state funded programs; amending Laws 
  1.4             1997, chapter 203, article 9, section 21. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1997, chapter 203, article 9, section 21, 
  1.7   is amended to read: 
  1.8      Sec. 21.  [INELIGIBILITY FOR STATE FUNDED PROGRAMS.] 
  1.9      (a) Beginning July 1, 1999, the following persons will be 
  1.10  ineligible for general assistance and general assistance medical 
  1.11  care under Minnesota Statutes, chapter 256D, group residential 
  1.12  housing under Minnesota Statutes, chapter 256I, and MFIP-S 
  1.13  assistance under Minnesota Statutes, chapter 256J, funded with 
  1.14  state money: 
  1.15     (1) persons who are terminated from or denied Supplemental 
  1.16  Security Income due to the 1996 changes in the federal law 
  1.17  making persons whose alcohol or drug addiction is a material 
  1.18  factor contributing to the person's disability ineligible for 
  1.19  Supplemental Security Income, and are eligible for general 
  1.20  assistance under Minnesota Statutes, section 256D.05, 
  1.21  subdivision 1, paragraph (a), clause (17), general assistance 
  1.22  medical care under Minnesota Statutes, chapter 256D, or group 
  1.23  residential housing under Minnesota Statutes, chapter 256I; 
  1.24     (2) legal noncitizens who are ineligible for Supplemental 
  1.25  Security Income due to the 1996 changes in federal law making 
  2.1   certain noncitizens ineligible for these programs due to their 
  2.2   noncitizen status; and 
  2.3      (3) (2) legal noncitizens who are eligible for MFIP-S 
  2.4   assistance, either the cash assistance portion or the food 
  2.5   assistance portion, funded entirely with state money. 
  2.6      (b) State money that remains unspent on June 30, 1999, due 
  2.7   to changes in federal law enacted after May 12, 1997, that 
  2.8   reduce state spending for legal noncitizens or for persons whose 
  2.9   alcohol or drug addiction is a material factor contributing to 
  2.10  the person's disability shall not cancel and shall be deposited 
  2.11  in the TANF reserve account.
