  1.1                          A bill for an act 
  1.2             relating to local government; removing the limit on 
  1.3             the amount a local government may contribute for 
  1.4             historical work; permitting local governments to make 
  1.5             contributions to public or private, nonprofit senior 
  1.6             citizen centers or youth centers; amending Minnesota 
  1.7             Statutes 1998, section 471.93; proposing coding for 
  1.8             new law in Minnesota Statutes, chapter 471. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1998, section 471.93, is 
  1.11  amended to read: 
  1.12     471.93 [APPROPRIATIONS FOR HISTORICAL WORK BY 
  1.13  MUNICIPALITIES.] 
  1.14     In cities of the second, third or fourth class, and 
  1.15  statutory cities at any regular or properly called special 
  1.16  meeting of the council, it may appropriate money for the purpose 
  1.17  of collecting, preserving, storing, housing, printing, 
  1.18  publishing, distributing and exhibiting data and material 
  1.19  pertaining to the history of the city, for the purpose of 
  1.20  commemorating the anniversary of any important and outstanding 
  1.21  event in such history, and to preserve such history data and 
  1.22  material for future generations.  The amount appropriated shall 
  1.23  not exceed $2,000 in any one year.  
  1.24     If the city council adopts a resolution authorizing an 
  1.25  appropriation of an amount over two percent of the annual budget 
  1.26  of the city, the council must publish the resolution once each 
  1.27  week for two consecutive weeks in the official publication of 
  2.1   the city.  The resolution may be implemented without the 
  2.2   submission of the question to the voters of the city, unless 
  2.3   within 21 days after the second publication of the resolution, a 
  2.4   petition requesting a referendum, signed by at least ten percent 
  2.5   of the voters of the city who voted in the last general 
  2.6   election, is filed with the clerk.  If a petition is filed, the 
  2.7   resolution may be implemented, unless disapproved by a majority 
  2.8   of the voters of the city voting on the question at a regular or 
  2.9   special election. 
  2.10     Sec. 2.  [471.935] [APPROPRIATIONS FOR SENIOR, YOUTH 
  2.11  CENTERS.] 
  2.12     A statutory or home rule charter city, county, or town may 
  2.13  appropriate money to support the facilities, programs, and 
  2.14  services of a public or private, not-for-profit senior citizen 
  2.15  center or youth center.  
  2.16     If the governing body adopts a resolution authorizing an 
  2.17  appropriation of an amount over two percent of the annual budget 
  2.18  of the city, county, or town, the governing body must publish 
  2.19  the resolution once each week for two consecutive weeks in the 
  2.20  official publication of the local government unit.  The 
  2.21  resolution may be implemented without the submission of the 
  2.22  question to the voters of the city, county, or town unless 
  2.23  within 21 days after the second publication of the resolution, a 
  2.24  petition requesting a referendum, signed by at least ten percent 
  2.25  of the voters of the city, county, or town who voted in the last 
  2.26  general election is filed with the city clerk, county auditor, 
  2.27  or town clerk.  If a petition is filed, the resolution may be 
  2.28  implemented, unless disapproved by a majority of the voters of 
  2.29  the city, county, or town voting on the question at a regular or 
  2.30  special election.
