1.1 A bill for an act 1.2 relating to education; increasing the basic formula 1.3 allowance; reallocating compensatory education 1.4 revenue; amending Minnesota Statutes 1997 Supplement, 1.5 section 124A.22, subdivisions 2, 3, and 3a. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. Minnesota Statutes 1997 Supplement, section 1.8 124A.22, subdivision 2, is amended to read: 1.9 Subd. 2. [BASIC REVENUE.] The basic revenue for each 1.10 district equals the formula allowance times the actual pupil 1.11 units for the school year. The formula allowance for fiscal 1.12 year 1997 is $3,505. The formula allowance for fiscal year 1998 1.13 is $3,581 and the formula allowance for fiscal year 1999 and 1.14 subsequent fiscal years is$3,530$3,721. 1.15 Sec. 2. Minnesota Statutes 1997 Supplement, section 1.16 124A.22, subdivision 3, is amended to read: 1.17 Subd. 3. [COMPENSATORY EDUCATION REVENUE.]TheA school 1.18 district must reserve $191 times the number of pupil units 1.19 served at each site for compensatory educationrevenue for each1.20building in the district equals the formula allowance times the1.21compensation revenue pupil units computed according to section1.22124.17, subdivision 1d. Revenue shall be paid to the district1.23and must be allocated according to section 124A.28, subdivision1.241apurposes at that site. 1.25 Sec. 3. Minnesota Statutes 1997 Supplement, section 2.1 124A.22, subdivision 3a, is amended to read: 2.2 Subd. 3a. [BASIC SKILLS REVENUE.] For fiscal year 1999 and 2.3 thereafter, a school district's basic skills revenue equals the 2.4 sum of: 2.5 (1)compensatory revenue under subdivision 3; plus2.6(2)limited English proficiency revenue according to 2.7 section 124.273, subdivision 1g; plus 2.8(3)(2) $190 times the limited English proficiency pupil 2.9 units according to section 124.17, subdivision 7; plus 2.10(4)(3) the lesser of: (i) $22.50 times the number of fund 2.11 balance pupil units in kindergarten to grade 8; or (ii) the 2.12 amount of district money provided to match basic skills revenue 2.13 for the purposes described in section 124A.28. 2.14 Sec. 4. [EFFECTIVE DATE.] 2.15 Sections 1 to 3 are effective for revenue for fiscal year 2.16 1999 and later.
