A bill for an act
relating to human services; exempting certain small counties from 24/7 on-call
requirement for child protective services; amending Minnesota Statutes 2014,
section 626.556, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 626.556, is amended by adding a
subdivision to read:


Subd. 17.

Exemption from on-call requirement.

Counties with a population of
fewer than 8,000 people are exempt from the 24-hour service availability requirement in
Minnesota Rules, part 9560.0232, subpart 1, provided that the county has an informal
system in place to respond, after business hours, to child protection reports alleging
imminent danger. The informal system must be written down and distributed to all county
employees who work in law enforcement or child protection, and must include guidelines
to determine when law enforcement or child protection personnel must be contacted.
