  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for restoration and preservation of Brown's Creek in 
  1.4             Washington county; appropriating money to the Brown's 
  1.5             Creek watershed district for flood control measures; 
  1.6             authorizing the sale of state bonds. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [RESTORATION AND PRESERVATION OF BROWN'S CREEK; 
  1.9   APPROPRIATION.] 
  1.10     $500,000 from the bond proceeds fund is appropriated to the 
  1.11  commissioner of natural resources for restoration and 
  1.12  preservation of Brown's Creek in Washington county.  
  1.13     Sec. 2.  [BROWN'S CREEK FLOOD CONTROL MEASURES; 
  1.14  APPROPRIATION.] 
  1.15     $250,000 from the bond proceeds fund is appropriated to the 
  1.16  commissioner of natural resources for payment to the Brown's 
  1.17  Creek watershed district for the construction of flood control 
  1.18  measures in the Brown's Creek watershed district.  This 
  1.19  appropriation is available only to the extent half of the sum is 
  1.20  matched by nonstate money. 
  1.21     Sec. 3.  [COMPLIANCE WITH WATERSHED MANAGEMENT PLAN 
  1.22  REQUIRED.] 
  1.23     The appropriations authorized under sections 1 and 2 must 
  1.24  comply with the Brown's Creek watershed management plan prepared 
  1.25  pursuant to Minnesota Statutes, section 103B.231. 
  1.26     Sec. 4.  [BOND SALE.] 
  2.1      To provide the money appropriated in this act from the bond 
  2.2   proceeds fund, the commissioner of finance, on request of the 
  2.3   governor, shall sell and issue bonds of the state in an amount 
  2.4   up to $750,000 in the manner, upon the terms, and with the 
  2.5   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.6   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.7   4 to 7.
