  1.1                          A bill for an act 
  1.2             relating to natural resources; requiring money 
  1.3             credited to the critical habitat private sector 
  1.4             matching account through purchase of special license 
  1.5             plates to be matched by the critical habitat license 
  1.6             plate matching account; amending Minnesota Statutes 
  1.7             1996, sections 84.943, subdivision 3; and 116P.04, by 
  1.8             adding a subdivision. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1996, section 84.943, 
  1.11  subdivision 3, is amended to read: 
  1.12     Subd. 3.  [APPROPRIATIONS MUST BE MATCHED BY PRIVATE 
  1.13  FUNDS.] (a) Except as provided in paragraph (b), appropriations 
  1.14  transferred to the critical habitat private sector matching 
  1.15  account and money credited to the account under section 
  1.16  168.1296, subdivision 5, may be expended only to the extent that 
  1.17  they are matched equally with contributions to the account from 
  1.18  private sources or by funds contributed to the nongame wildlife 
  1.19  management account.  The private contributions may be made in 
  1.20  cash or in contributions of land or interests in land that are 
  1.21  designated by the commissioner of natural resources as program 
  1.22  acquisitions.  
  1.23     (b) Money credited to the account under section 168.1296 
  1.24  may be expended only to the extent it is matched by 
  1.25  appropriations from the critical habitat license plate matching 
  1.26  account established under section 116P.04, subdivision 1a. 
  1.27     (c) Appropriations transferred to the account that are not 
  2.1   matched within three years from the date of the appropriation 
  2.2   shall cancel to the source of the appropriation.  For the 
  2.3   purposes of this section, the private contributions of land or 
  2.4   interests in land shall be valued in accordance with their 
  2.5   appraised value. 
  2.6      Sec. 2.  Minnesota Statutes 1996, section 116P.04, is 
  2.7   amended by adding a subdivision to read: 
  2.8      Subd. 1a.  [CRITICAL HABITAT LICENSE PLATE MATCHING 
  2.9   ACCOUNT.] A critical habitat license plate matching account is 
  2.10  established in the state treasury.  An amount necessary to match 
  2.11  contributions made under section 168.1296, subdivision 1, clause 
  2.12  (5), must be credited from the trust fund to the account by the 
  2.13  commissioner of finance.  Money from this account may be 
  2.14  appropriated only to match contributions made under section 
  2.15  168.1296.  All money earned by this account must be credited to 
  2.16  the account.  The principal of the account and any unexpended 
  2.17  earnings must be invested and reinvested by the state board of 
  2.18  investment.
