  1.1                          A bill for an act 
  1.2             relating to traffic regulations; exempting certain 
  1.3             trailers carrying implements of husbandry from size 
  1.4             and weight laws; amending Minnesota Statutes 1997 
  1.5             Supplement, section 169.801, subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1997 Supplement, section 
  1.8   169.801, subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [EXEMPTION FROM SIZE, WEIGHT, LOAD 
  1.10  PROVISIONS.] Except as provided in this section and section 
  1.11  169.82, the provisions of sections 169.80 to 169.88 that govern 
  1.12  size, weight, and load do not apply to: 
  1.13     (1) a horse-drawn wagon while carrying a load of loose 
  1.14  straw or hay; 
  1.15     (2) a specialized vehicle resembling a low-slung trailer 
  1.16  having a short bed or platform, while transporting one or more 
  1.17  implements of husbandry; or 
  1.18     (3) an implement of husbandry while being driven or towed 
  1.19  at a speed of not more than 30 miles per hour; provided that 
  1.20  this exemption applies to an implement of husbandry owned, 
  1.21  leased, or under the control of a farmer or implement dealer 
  1.22  only while the implement of husbandry is being operated on 
  1.23  noninterstate roads or highways within 75 miles of any farmland 
  1.24  or implement dealership:  (i) owned, leased, or operated by the 
  1.25  farmer or implement dealer and (ii) on which the farmer or 
  2.1   implement dealer regularly uses or sells or leases the implement 
  2.2   of husbandry; or 
  2.3      (4) a trailer carrying an implement of husbandry if (1) the 
  2.4   trailer is part of a combination operated by an implement dealer 
  2.5   delivering the implement of husbandry to a location within 75 
  2.6   miles of the implement dealership; and (2) the combination is 
  2.7   operated at a speed of not more than 55 miles per hour.
