  1.1                          A bill for an act 
  1.2             relating to employment; providing for a study of the 
  1.3             dislocated worker program; eliminating the special 
  1.4             assessment for the workforce investment fund; 
  1.5             repealing Minnesota Statutes 1994, section 268.022, 
  1.6             subdivision 1. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [DISLOCATED WORKER PROGRAM STUDY.] 
  1.9      The legislative auditor shall complete a study of the 
  1.10  dislocated worker program.  The study must be completed and 
  1.11  recommendations must be submitted to the legislature by January 
  1.12  15, 1997. 
  1.13     The study must include: 
  1.14     (1) an accounting of how dislocated worker fund money is 
  1.15  spent; 
  1.16     (2) the size of the dislocated worker problem; 
  1.17     (3) a statistical analysis of the effectiveness of current 
  1.18  programs and recommendations regarding the most cost-effective 
  1.19  methods to find employment for dislocated workers; 
  1.20     (4) the level of state financing needed to help solve the 
  1.21  dislocated worker problem; 
  1.22     (5) information on the need for a dedicated fund to help 
  1.23  solve the problem; 
  1.24     (6) information on appropriate alternative funding sources; 
  1.25  and 
  1.26     (7) any other pertinent information. 
  2.1      Sec. 2.  [REPEALER.] 
  2.2      Minnesota Statutes 1994, section 268.022, subdivision 1, is 
  2.3   repealed. 
  2.4      Sec. 3.  [EFFECTIVE DATE.] 
  2.5      Section 1 is effective the day following final enactment.  
  2.6   Section 2 is effective July 1, 1997.
