  1.1                          A bill for an act 
  1.2             relating to natural resources; transferring powers and 
  1.3             duties of the commissioner to a board of natural 
  1.4             resources; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 84. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [84.0265] [BOARD OF NATURAL RESOURCES.] 
  1.8      Subdivision 1.  [CREATION.] The board of natural resources 
  1.9   is created.  The board shall consist of the commissioner of 
  1.10  natural resources and eight members appointed by the governor, 
  1.11  by and with the advice and consent of the senate. 
  1.12     Subd. 2.  [ADMINISTRATION.] The membership terms, 
  1.13  compensation, removal of members, and filling of vacancies on 
  1.14  the board shall be as provided in section 15.0575. 
  1.15     Subd. 3.  [MEMBERSHIP.] The membership of the board of 
  1.16  natural resources shall be broadly representative of the skills 
  1.17  and experience necessary to effectuate the policy of section 
  1.18  84.027, except that no member other than the commissioner shall 
  1.19  be an officer or employee of the state or federal government.  
  1.20  Only two members at one time may be officials or employees of a 
  1.21  municipality or any governmental subdivision.  Not less than 
  1.22  three board members shall be farmers actually residing on a 
  1.23  farm, engaged in agriculture, deriving at least two-thirds of 
  1.24  their gross annual incomes from crop or livestock production or 
  1.25  both.  Not more than three members shall be from the 
  2.1   metropolitan area, as defined under section 103D.621. 
  2.2      Subd. 4.  [CHAIR.] The commissioner of natural resources 
  2.3   shall serve as chair of the board.  The board shall elect other 
  2.4   officers as it deems necessary. 
  2.5      Subd. 5.  [TRANSFER OF POWERS AND DUTIES.] The powers and 
  2.6   duties of the commissioner of natural resources under section 
  2.7   84.027 are transferred to the board of natural resources.
