A bill for an act
relating to education; requiring teacher training to enable a teacher to implement
instructional strategies to meet the needs of students with dyslexia; amending
Minnesota Statutes 2017 Supplement, section 122A.187, subdivision 5.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2017 Supplement, section 122A.187, subdivision 5, is
amended to read:
new text begin (a) new text end The Professional Educator Licensing and Standards
Board must adopt rules that require all licensed teachers who are renewing a Tier 3 or Tier
4 teaching license under sections 122A.183 and 122A.184, respectively, to include in the
renewal requirements further reading preparation, consistent with section 122A.06,
subdivision 4.

(b) The reading preparation under this subdivision must include training to enable a
teacher to:

(1) understand dyslexia as defined in section 125A.01, subdivision 2, and recognize
dyslexia characteristics in students; and

(2) identify and access Department of Education personnel and professional resources
using dyslexia best practices in each license renewal period that are evidence-based.

(c) The reading preparation must include at least two clock hours of training.

new text begin (d) new text end The rules new text begin adopted under this subdivision new text end do not take effect until they are approved
by law. Teachers who do not provide direct instruction including, at least, counselors, school
psychologists, school nurses, school social workers, audiovisual directors and coordinators,
and recreation personnel are exempt from this section.
