A bill for an act
relating to capital improvements; appropriating money for state trail acquisition,
rehabilitation, and repair; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. APPROPRIATION.

$29,070,000 is appropriated from the bond proceeds fund to the commissioner
of natural resources to acquire land for and to construct and renovate state trails under
Minnesota Statutes, section 85.015. Of this appropriation:

$4,000,000 is for rehabilitation and repair of the Heartland, Luce Line, North Shore,
and other state trails;

$1,600,000 is for development of the Gitchi Gami Trail between Silver Bay and
Tettegouche State Park;

$1,200,000 is for development of the Great River Ridge Trail, from Elgin to Eyota;

$3,000,000 is for development of a segment of the Root River Trail connecting the
city of Preston to Forestville State Park;

$5,000,000 is for the acquisition of a segment of the Browns Creek Trail, connecting
the city of St. Paul and the city of Stillwater;

$200,000 is for acquisition of an extension of the Root River Trail to the city
of Mounds Prairie;

$970,000 is for acquisition and development of the Blufflands Trail from Rochester
to Chesterwoods Regional Park;

$2,000,000 is for development of the Paul Bunyon Trail from Walker to Guthrie;

$1,500,000 is for acquisition and development of the Casey Jones Trail;

$1,700,000 is for acquisition and development of the Mill Towns Trail between
Byllesby county parks and Cannon Falls;

$1,000,000 is for acquisition and development of the Minnesota Valley Trail from
Redwood Falls to Sleepy Eye Loop;

$1,600,000 is for acquisition and development of the Minnesota Valley Trail from
Appleton to Milan;

$250,000 is for acquisition and development of the Wagon Wheel segment of the
Root River Trail;

$2,000,000 is for acquisition and development of the Goodhue Pioneer Trail from
Goodhue to Zumbrota;

$1,000,000 is for acquisition and preliminary development of the Mill Towns Trail
within the city of Faribault;

$550,000 is for initial acquisition and development of a trail segment connecting the
Stage Coach Trail with the Douglas Trail in Olmsted County; and

$1,500,000 is for predesign, design, and preliminary acquisition of an extension of
the Heartland Trail from Park Rapids, Detroit Lakes, and Moorhead.

Sec. 2. BOND SALE.

To provide the money appropriated in section 1 from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$29,070,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.

Sec. 3. EFFECTIVE DATE.

Sections 1 and 2 are effective the day following final enactment.
