A bill for an act
relating to public safety; enhancing penalties for offenses against protesters;
proposing coding for new law in Minnesota Statutes, chapter 609.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

A person who violates section 609.19, 609.195, 609.20, 609.205, 609.2112, or 609.2113
is subject to a statutory maximum penalty of 25 percent longer than the maximum penalty
otherwise applicable if the person knows that the victim is engaged in a protest at the time
of the offense.

This section is effective August 1, 2018, and applies to violations
committed on or after that date.

A person who violates section 609.221, 609.222, or 609.223 is subject to a statutory
maximum penalty of 25 percent longer than the maximum penalty otherwise applicable if
the person knows that the victim is engaged in a protest at the time of the assault.
