  1.1                          A bill for an act 
  1.2             relating to elections; providing a change of address 
  1.3             system for registered voters; amending Minnesota 
  1.4             Statutes 1996, section 201.13, subdivision 3. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1996, section 201.13, 
  1.7   subdivision 3, is amended to read: 
  1.8      Subd. 3.  [USE OF CHANGE OF ADDRESS SYSTEM.] The county 
  1.9   auditor may delete the records in the statewide registration 
  1.10  system of voters whose change of address can be confirmed by the 
  1.11  United States Postal Service.  The secretary of state may 
  1.12  provide the county auditors with periodic reports on voters 
  1.13  whose change of address can be confirmed by the United States 
  1.14  Postal Service.  The secretary of state shall periodically 
  1.15  obtain the names and addresses of residents of this state who 
  1.16  have filed a permanent change of address order with the United 
  1.17  States Postal Service.  The secretary of state shall search the 
  1.18  statewide registration system to identify persons whose address 
  1.19  change can be confirmed by the United States Postal Service and 
  1.20  provide the county auditors with periodic reports.  The county 
  1.21  auditor shall determine if the persons identified in the reports 
  1.22  are registered to vote and, if the voter's new address is in 
  1.23  this state, shall update the voter records to reflect the 
  1.24  voter's new address.  The county auditor shall send the notice 
  1.25  required in section 201.121, subdivision 2, to each person whose 
  2.1   change of address within this state can be confirmed.  The 
  2.2   county auditor shall delete from the statewide registration 
  2.3   system the records of persons whose change to an address outside 
  2.4   this state can be confirmed.
