  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing conveyance of 
  1.3             certain surplus state land in Stearns county.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [CONVEYANCE OF SURPLUS STATE LAND; STEARNS 
  1.6   COUNTY.] 
  1.7      (a) Notwithstanding Minnesota Statutes, sections 94.09 to 
  1.8   94.16, the commissioner of administration shall convey to the 
  1.9   city of Sauk Centre for no consideration the surplus land that 
  1.10  is described in paragraph (e). 
  1.11     (b) Prior to implementing plans for the property, the city 
  1.12  of Sauk Centre shall conduct a property reuse study to determine 
  1.13  the highest and best use of the property.  The report shall be 
  1.14  submitted to the commissioner of administration. 
  1.15     (c) The deed to convey the property must contain a clause 
  1.16  that if any portion of the property ceases to be used for a 
  1.17  public purpose, that portion may, at the option of the 
  1.18  commissioner of administration, revert to the state. 
  1.19     (d) The conveyance shall be in a form approved by the 
  1.20  attorney general.  The attorney general may make changes to the 
  1.21  legal description to correct errors, deficiencies, or 
  1.22  ambiguities. 
  1.23     (e) The land to be conveyed is located in Stearns county, 
  1.24  consists of approximately 280 acres, and is the grounds and 
  2.1   buildings of the former Sauk Centre Home School. 
  2.2      (f) The city of Sauk Centre shall consult with the state 
  2.3   historic preservation office before demolishing or altering 
  2.4   contributing buildings, or conducting new construction on the 
  2.5   campus. 
  2.6      (g) The commissioner has determined that the land is no 
  2.7   longer needed for any state purpose and that the state's land 
  2.8   management interests would best be served if the land was 
  2.9   conveyed to and used by the city of Sauk Centre. 
  2.10     Sec. 2.  [EFFECTIVE DATE.] 
  2.11     Section 1 is effective the day following final enactment.
