relating to education; establishing a P-20 education partnership; proposing
coding for new law in Minnesota Statutes, chapter 127A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Establishment; membership. new text end

new text begin (a) A P-20 education partnership is
established to create a seamless system of education that maximizes achievements of
all students, from early childhood through elementary, secondary, and postsecondary
education, while promoting the efficient use of financial and human resources. The
partnership consists of the following members:

new text begin (1) the commissioner of education;
new text end

new text begin (2) the president of the University of Minnesota;
new text end

new text begin (3) the chancellor of the Minnesota State Colleges and Universities;
new text end

new text begin (4) the chairs of the house and senate committees having jurisdiction over
prekindergarten through grade 12 education policy;
new text end

new text begin (5) the chairs of the house and senate committees having jurisdiction over higher
education policy;
new text end

new text begin (6) one member from the Minnesota Chamber of Commerce;
new text end

new text begin (7) one member from the Citizen's League;
new text end

new text begin (8) one member from the Minnesota Council of Foundations;
new text end

new text begin (9) one member from the Minnesota Business Partnership;
new text end

new text begin (10) one member from the Minnesota Independent School Forum;
new text end

new text begin (11) one member from the Minnesota Private College Council;
new text end

new text begin (12) one member from the Minnesota Career College Association;

new text begin (13) one member from the Minnesota Association of Colleges for Teacher
Preparation;

providers and one member of an organization that represents public early childhood
providers appointed by the governor; and

new text begin (25) one representative from the governor's office selected by the governor.

new text begin (b) Partnership members must be the chief executives of their respective
organizations or the chief executive's designee. The partnership must meet at least once a
quarter, with all related expenses reimbursed by members' sponsoring organizations or
by the members themselves. The partnership may select a chairperson by a majority
vote of all partnership members.

new text begin (a) The partnership shall develop
recommendations to the governor and the legislature to create a seamless system of
education that begins in early childhood and ends after postsecondary education including
the following:

new text begin (1) improving access to and the quality of early childhood offerings, and smoothing
the transition from early learning to elementary education;
new text end

new text begin (2) improving the transition from high school to postsecondary education by:
new text end

new text begin (i) reducing the need for remediation;
new text end

new text begin (ii) building the capacity of schools and districts to prepare all students for
postsecondary education;
new text end

new text begin (iii) enhancing awareness of the importance of preparing for postsecondary success
in a global knowledge economy; and
new text end

new text begin (iv) identifying strategies for closing gaps in postsecondary readiness and success
among demographic groups as defined by race, income, home language, and other
relevant factors;

new text begin (3) improving educator quality;
new text end

new text begin (4) improving student persistence through and completion of college and other forms
of postsecondary education; and
new text end

new text begin (5) developing a statewide student data system following student progress from early
childhood through postsecondary education, to allow policy makers to make informed
decisions on improving student success across all education levels.

new text begin (b) The partnership shall submit a report to the legislature and the governor by
November 15 of each year that summarizes the council's progress in meeting its goals
and includes any recommendations for legislation necessary to further the goal of the
partnership to maximize student achievement while promoting efficient use of resources.
