  1.1                          A bill for an act 
  1.2             relating to higher education; authorizing the issuance 
  1.3             of state bonds; appropriating money for construction 
  1.4             of a chiller plant addition at Winona State University.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; CHILLER PLANT ADDITION.] 
  1.7      $2,200,000 is appropriated from the bond proceeds fund to 
  1.8   the board of trustees of the Minnesota state colleges and 
  1.9   universities to construct a chiller plant addition on the Winona 
  1.10  State University campus. 
  1.11     Sec. 2.  [BOND SALE.] 
  1.12     To provide the money appropriated in this act from the bond 
  1.13  proceeds fund, the commissioner of finance, upon the request of 
  1.14  the governor, shall sell and issue bonds of the state in an 
  1.15  amount up to $2,200,000 in the manner, upon the terms, and with 
  1.16  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.17  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.18  4 to 7. 
  1.19     Sec. 3.  [EFFECTIVE DATE.] 
  1.20     Sections 1 and 2 are effective the day following final 
  1.21  enactment.
