A bill for an act
relating to children; appropriating money for a grant to the Power of People Youth
Leadership Institute.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS; POWER OF PEOPLE YOUTH LEADERSHIP
INSTITUTE.

new text begin $1,000,000 in fiscal year 2024 and $1,000,000 in fiscal year 2025 are appropriated from
the general fund to the commissioner of human services for a grant to the Power of People
Youth Leadership Institute for the Boys of Hope program. The Boys of Hope program will
provide boys with weekly mentoring; assist boys with high school enrollment, high school
academic work, and earning credits toward graduation from high school; connect boys with
health and wellness counseling; connect boys with therapy resources; and provide boys
with financial education focusing on money management skills. The goal of the Power of
the People Youth Leadership Institute's Boys of Hope program is to increase high school
graduation rates among boys, increase academic engagement for boys, prevent boys from
engaging in criminal behavior through positive mentoring and increasing academic
engagement, and decrease the rate of violence in the boys' community.
