  1.1                          A bill for an act 
  1.2             relating to recreational vehicles; requiring 
  1.3             snowmobiles registered in another jurisdiction to have 
  1.4             a state trail use sticker; amending Minnesota Statutes 
  1.5             1997 Supplement, section 84.8205.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1997 Supplement, section 
  1.8   84.8205, is amended to read: 
  1.9      84.8205 [SNOWMOBILE NONRESIDENT STATE TRAIL PERMIT 
  1.10  STICKER.] 
  1.11     Subdivision 1.  [STICKER REQUIRED.] Section 84.82, 
  1.12  subdivision 6, clauses (2) and (3), notwithstanding, a 
  1.13  snowmobile that is not registered in this state may not be 
  1.14  operated on a state or grant-in-aid snowmobile trail unless the 
  1.15  snowmobile operator has in possession a snowmobile displays a 
  1.16  nonresident state trail permit sticker.  
  1.17     Subd. 2.  [ISSUANCE.] Application for a nonresident state 
  1.18  trail sticker shall be made to the commissioner of natural 
  1.19  resources shall issue a permit, the commissioner of public 
  1.20  safety, or an authorized deputy registrar of motor vehicles in 
  1.21  such form as the commissioner of natural resources prescribes.  
  1.22  Upon application and payment of a $15 sticker fee and a $2 
  1.23  issuance fee, the commissioner or deputy registrar shall issue a 
  1.24  sticker.  The permit sticker is valid from November 1 through 
  1.25  April 30.  
  2.1      Subd. 3.  [DISPOSITION OF FEES.] Sticker fees collected 
  2.2   under this section shall be deposited in the state treasury and 
  2.3   credited to the snowmobile trails and enforcement account in the 
  2.4   natural resources fund.  The $2 issuance fee shall be disposed 
  2.5   of according to section 84.82, subdivision 2, paragraph (d). 
  2.6      Subd. 4.  [EXEMPTIONS.] A sticker is not required under 
  2.7   this section for:  
  2.8      (1) a snowmobile owned and used by the United States, 
  2.9   another state, or a political subdivision thereof; or 
  2.10     (2) a snowmobile used exclusively in organized track racing 
  2.11  events.
