  1.1                          A bill for an act 
  1.2             relating to human services; mental retardation 
  1.3             protection; requiring legislative recommendations. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [REPORT ON TRANSFERRING PUBLIC GUARDIANSHIP 
  1.6   RESPONSIBILITIES.] 
  1.7      The commissioner of human services, in consultation with 
  1.8   representatives of interested groups, including family members, 
  1.9   advocacy organizations, counties, service providers, the office 
  1.10  of the ombudsman for mental health and mental retardation, and 
  1.11  others, must develop specific legislative recommendations on 
  1.12  transferring public guardianship responsibilities and related 
  1.13  duties and authority under Minnesota Statutes, chapter 252A, 
  1.14  from the commissioner of human services and counties to another 
  1.15  entity which can independently and responsibly fulfill the 
  1.16  guardianship and related obligations.  The legislative 
  1.17  recommendations, including cost estimates, shall be provided to 
  1.18  the chairs of the house of representatives health and human 
  1.19  services policy committee and the senate health and family 
  1.20  security policy committee by December 15, 2000.
