  1.1                          A bill for an act 
  1.2             relating to capital improvements; providing for 
  1.3             enrichment grants; appropriating money.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [ENRICHMENT GRANTS; APPROPRIATIONS.] 
  1.6      $40,000,000 is appropriated from the bond proceeds fund to 
  1.7   the commissioner of children, families, and learning for grants 
  1.8   to local government units to design, furnish, equip, repair, 
  1.9   replace, or construct parks and recreation buildings and school 
  1.10  buildings to provide youth, with preference for youth in grades 
  1.11  4 to 8, with regular enrichment activities during nonschool 
  1.12  hours, including after school, evenings, weekends, and school 
  1.13  vacation periods, and that will provide equal access and 
  1.14  programming for girls.  The buildings may be leased to nonprofit 
  1.15  community organizations, subject to Minnesota Statutes, section 
  1.16  16A.695, for the same purposes.  Enrichment programs include 
  1.17  academic enrichment, homework assistance, computer and 
  1.18  technology use, arts and cultural activities, clubs, 
  1.19  school-to-work and workforce development, athletic, and 
  1.20  recreational activities.  Grants must be used to expand the 
  1.21  number of children participating in enrichment programs or 
  1.22  improve the quality or range of program offerings.  The 
  1.23  facilities must be fully available for programming sponsored by 
  1.24  nonprofit and community groups serving youth, or school, county, 
  2.1   or city programs, for maximum hours after school, evenings, 
  2.2   weekends, summers, and other school vacation periods.  Priority 
  2.3   must be given to proposals that demonstrate collaborations among 
  2.4   private, nonprofit, and public agencies, including regional 
  2.5   entities dealing with at-risk youth, and community and parent 
  2.6   organizations in arranging for programming, staffing, 
  2.7   transportation, and equipment.  All proposals must include an 
  2.8   inventory of existing facilities and an assessment of 
  2.9   programming needs in the community. 
  2.10     (a) $5,000,000 is for enrichment grants within the city of 
  2.11  Minneapolis.  Of this amount, at least $2,500,000 must be used 
  2.12  in the neighborhoods of the Near North Side, Sumner-Glenwood, 
  2.13  Powderhorn, Central, Whittier, and Phillips. 
  2.14     (b) $5,000,000 is for enrichment grants within the city of 
  2.15  St. Paul.  Of this amount, at least $2,500,000 must be used in 
  2.16  the neighborhoods of Summit-University, Thomas-Dale, North End, 
  2.17  Payne-Phalen, Daytons Bluff, and the West Side. 
  2.18     (c) $30,000,000 is for enrichment grants outside of the 
  2.19  cities of Minneapolis and St. Paul.  Priority must be given to 
  2.20  school attendance areas with high concentrations of children 
  2.21  eligible for free or reduced school lunch and to government 
  2.22  units demonstrating a commitment to collaborative youth efforts. 
  2.23     (d)  Each grant must be matched by $1 from local sources 
  2.24  for each $2 of state money.  In-kind contributions of facilities 
  2.25  may be used for the local match.  The value of in-kind 
  2.26  contributions must be determined by the commissioner of finance. 
  2.27     Sec. 2.  [EFFECTIVE DATE.] 
  2.28     Section 1 is effective the day after final enactment.
