  1.1                          A bill for an act 
  1.2             relating to telecommunications; requiring provision of 
  1.3             caller identification services in St. Louis county. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [ST. LOUIS COUNTY; CALLER IDENTIFICATION.] 
  1.6      (a) On and after January 1, 1999, a telephone company shall 
  1.7   notify and make available to its customers in St. Louis county 
  1.8   caller identification and blocking services if: 
  1.9      (1) the telephone company provides local telephone service 
  1.10  to customers located in St. Louis county; 
  1.11     (2) the telephone company has made caller identification 
  1.12  service available to other customers at locations outside of St. 
  1.13  Louis county; and 
  1.14     (3) the customer requests caller identification or blocking.
  1.15     (b) Unless otherwise approved by the public utilities 
  1.16  commission following a hearing, a telephone company shall not 
  1.17  charge higher rates for these services to St. Louis county 
  1.18  customers than it does for providing the services to customers 
  1.19  located outside of St. Louis county.
