  1.1                          A bill for an act
  1.2             relating to child care; appropriating money for loan 
  1.3             forgiveness, apprenticeship and mentoring, and 
  1.4             training programs; amending Minnesota Statutes 1994, 
  1.5             section 256H.22, subdivision 4. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 256H.22, 
  1.8   subdivision 4, is amended to read: 
  1.9      Subd. 4.  [PURPOSES FOR WHICH A CHILD CARE SERVICES GRANT 
  1.10  MAY BE AWARDED.] The commissioner may award grants for any of 
  1.11  the following purposes: 
  1.12     (1) for creating new licensed day care facilities and 
  1.13  expanding existing facilities, including, but not limited to, 
  1.14  supplies, equipment, facility renovation, and remodeling; 
  1.15     (2) for improving licensed day care facility programs, 
  1.16  including, but not limited to, staff specialists, staff 
  1.17  training, supplies, equipment, and facility renovation and 
  1.18  remodeling.  In awarding grants for training, priority must be 
  1.19  given to child care workers caring for infants, toddlers, sick 
  1.20  children, children in low-income families, and children with 
  1.21  special needs; 
  1.22     (3) for supportive child development services including, 
  1.23  but not limited to, in-service training, curriculum development, 
  1.24  consulting specialist, resource centers, and program and 
  1.25  resource materials; 
  2.1      (4) for carrying out programs including, but not limited 
  2.2   to, staff, supplies, equipment, facility renovation, and 
  2.3   training; 
  2.4      (5) for interim financing; and 
  2.5      (6) for carrying out the resource and referral program 
  2.6   services identified in section 256H.20, subdivision 3; 
  2.7      (7) for loan forgiveness programs for post-secondary early 
  2.8   childhood education and training for child care workers; 
  2.9      (8) for registered apprenticeship and mentoring programs 
  2.10  for child care workers; and 
  2.11     (9) for training programs that are oriented towards 
  2.12  training persons of color in early childhood development. 
  2.13     Sec. 2.  [APPROPRIATION.] 
  2.14     $2,000,000 is appropriated to the commissioner of children, 
  2.15  families, and learning for the fiscal year ending June 30, 1997, 
  2.16  for the purposes of section 1.  Of this appropriation, 
  2.17  $1,000,000 is for loan forgiveness programs under Minnesota 
  2.18  Statutes, section 256H.22, subdivision 4, clause (7); $500,000 
  2.19  is for apprenticeship and mentoring programs under Minnesota 
  2.20  Statutes, section 256.22, subdivision 4, clause (8); and 
  2.21  $500,000 is for training programs for persons of color under 
  2.22  Minnesota Statutes, section 256H.22, subdivision 4, clause (9).
