  1.1                          A bill for an act 
  1.2             relating to environment; terminating the outstanding 
  1.3             obligations of specified counties for waste processing 
  1.4             grants.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [COUNTY PROCESSING FACILITY GRANT OBLIGATIONS.] 
  1.7      The legislature finds that the counties of Chisago, 
  1.8   Fillmore, Isanti, Kanabec, Mille Lacs, Pine, St. Louis, and 
  1.9   Wright have made good faith efforts to develop solid waste 
  1.10  processing systems in fulfillment of the state policy to 
  1.11  encourage alternatives to solid waste disposal.  Such systems 
  1.12  have not been sustainable in those counties for various 
  1.13  technical and financial reasons.  Accordingly, outstanding 
  1.14  obligations arising from grants provided to these counties by 
  1.15  the office of environmental assistance under the solid waste 
  1.16  capital assistance program, the facility optimization grant 
  1.17  program, or the facility demonstration grant program for the 
  1.18  development of waste processing systems are terminated.
