  1.1                          A bill for an act 
  1.2             relating to elections; changing certain registration 
  1.3             and postelection reporting procedures; amending 
  1.4             Minnesota Statutes 1996, section 201.061, subdivisions 
  1.5             3, 4, and by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 201.061, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [ELECTION DAY REGISTRATION.] An individual who is 
  1.10  eligible to vote may register on election day by appearing in 
  1.11  person at the polling place for the precinct in which the 
  1.12  individual maintains residence, by completing a registration 
  1.13  card, making an oath in the form prescribed by the secretary of 
  1.14  state and providing proof of residence.  An individual may prove 
  1.15  residence for purposes of registering by showing: 
  1.16     (1) showing a driver's license or Minnesota identification 
  1.17  card issued pursuant to section 171.07; 
  1.18     (2) showing any picture identification document approved by 
  1.19  the secretary of state as proper identification; or 
  1.20     (3) showing one of the following: 
  1.21     (i) a current valid student picture identification card 
  1.22  from a post-secondary educational institution in Minnesota, if a 
  1.23  list of students from that institution has been prepared under 
  1.24  section 135A.17 and certified to the county auditor in the 
  1.25  manner provided in rules of the secretary of state; or 
  2.1      (ii) a current student fee statement that contains the 
  2.2   student's valid address in the precinct together with a picture 
  2.3   identification card; or 
  2.4      (4) having a voter who is registered to vote in the 
  2.5   precinct sign an oath in the presence of the election judge 
  2.6   vouching that the voter personally knows that the individual is 
  2.7   a resident of the precinct.  A voter who has been vouched for on 
  2.8   election day may not sign a proof of residence oath vouching for 
  2.9   any other individual on that election day. 
  2.10     A county, school district, or municipality may require that 
  2.11  an election judge responsible for election day registration 
  2.12  initial each completed registration card.  
  2.13     Sec. 2.  Minnesota Statutes 1996, section 201.061, 
  2.14  subdivision 4, is amended to read: 
  2.15     Subd. 4.  [REGISTRATION BY ELECTION JUDGES; PROCEDURES.] 
  2.16  Registration at the polling place on election day shall be 
  2.17  conducted by the election judges.  The election judge who 
  2.18  registers an individual at the polling place on election day 
  2.19  shall not handle that voter's ballots at any time prior to the 
  2.20  opening of the ballot box after the voting ends.  Registration 
  2.21  cards and forms for oaths shall be available at each polling 
  2.22  place.  If an individual who registers on election day proves 
  2.23  residence by oath of a registered voter, the form containing the 
  2.24  oath shall be attached to the individual's registration card 
  2.25  until the individual's address is verified by the county 
  2.26  auditor.  Registration cards completed on election day shall be 
  2.27  forwarded to the county auditor who shall add the name of each 
  2.28  voter to the registration system unless the information 
  2.29  forwarded is substantially deficient.  A county auditor who 
  2.30  finds an election day registration substantially deficient shall 
  2.31  give written notice to the individual whose registration is 
  2.32  found deficient.  An election day registration shall not be 
  2.33  found deficient solely because the individual who provided proof 
  2.34  of residence was ineligible to do so. 
  2.35     Sec. 3.  Minnesota Statutes 1996, section 201.061, is 
  2.36  amended by adding a subdivision to read: 
  3.1      Subd. 8.  [NEW REGISTRANT INFORMATION.] The county auditor 
  3.2   must process all information concerning new registrations before 
  3.3   and on an election day and enter all registration information in 
  3.4   the statewide registration system as quickly as possible, but in 
  3.5   no event later than eight weeks after the applicable election.
