A bill for an act
relating to higher education; requiring a report on
health care costs for University of Minnesota
employees.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin HEALTH CARE COST REPORT; UNIVERSITY OF
MINNESOTA.

new text begin (a) The Board of Regents of the University of Minnesota
must report to the legislature by February 1, 2006, on the cost
of health care under the UPlan health care benefit plan for
employees of the University of Minnesota. The report must
identify:

new text begin (1) the allocation of costs between the employer's share
and the employee's share;
new text end

new text begin (2) the amount of a surplus in the health care benefit
plan;
new text end

new text begin (3) the proposed use of any surplus for the current or
future benefit years; and
new text end

new text begin (4) the relationship of the cost of health care benefits to
wage and salary settlements.

new text begin (b) The Board of Regents is encouraged to use any surplus
in the UPlan for this benefit year or future benefit years to
reduce the future premiums paid by university employees for
health care coverage.
