  1.1                          A bill for an act 
  1.2             relating to education; providing for a reading record 
  1.3             that reflects student strengths and weaknesses in 
  1.4             reading; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 120B. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [120B.122] [READING RECORD.] 
  1.8      A school must include a reading record in the permanent 
  1.9   academic record of each kindergarten through grade 3 student.  
  1.10  The reading record must include a detailed screening that 
  1.11  identifies at least the reading strengths and weaknesses of the 
  1.12  student and progress in phonological awareness and other early 
  1.13  reading indicators.  The reading record must be included in a 
  1.14  student's permanent academic record.  The reading record must 
  1.15  also be included in the student's permanent academic record that 
  1.16  follows the student if the student transfers to a new school or 
  1.17  district.  The commissioner, with input from school districts, 
  1.18  must develop the form and content of the reading record.
