  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article IV, section 7; providing regulation of 
  1.4             legislative procedures by law. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution, article IV, 
  1.8   section 7, is proposed to the people.  If the amendment is 
  1.9   adopted, the section will read:  
  1.10     Sec. 7.  Unless the legislature is excepted, each general 
  1.11  law that applies to the operation of state or local government 
  1.12  applies to the legislature.  If no general law or special law 
  1.13  relating to the legislature applies, each house may determine 
  1.14  the rules of its proceedings,.  Each house may sit upon its own 
  1.15  adjournment, punish its members for disorderly behavior, and 
  1.16  with the concurrence of two-thirds expel a member; but no member 
  1.17  shall be expelled a second time for the same offense. 
  1.18     Sec. 2.  [QUESTION AND SCHEDULE.] 
  1.19     The proposed amendment shall be submitted to the people at 
  1.20  the 1998 general election.  If approved, the amendment shall 
  1.21  take effect August 1, 1999.  The question proposed shall be:  
  1.22     "Shall the Minnesota Constitution be amended to allow the 
  1.23  rules governing the business of the legislature to be provided 
  1.24  by law? 
  1.25                                     Yes .......
  2.1                                      No ........"
