1.1A bill for an act
1.2relating to capital improvements; authorizing spending to acquire and better
1.3public lands and for other improvements of a capital nature with certain
1.4conditions; appropriating money for state government capital projects;
1.5authorizing the sale and issuance of state bonds.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. CAPITAL IMPROVEMENT APPROPRIATIONS.
1.8    The sums shown in the column under "Appropriations" are appropriated from the
1.9bond proceeds fund, or another named fund, to the state agencies or officials indicated,
1.10to be spent for public purposes. Appropriations of bond proceeds must be spent as
1.11authorized by the Minnesota Constitution, article XI, section 5, paragraph (a), to acquire
1.12and better public land and buildings and other public improvements of a capital nature, or
1.13as authorized by the Minnesota Constitution, article XI, section 5, paragraphs (b) to (j), or
1.14article XIV. Unless otherwise specified, the appropriations in this act are available until
1.15the project is completed or abandoned subject to Minnesota Statutes, section 16A.642.

1.16    Sec. 2. PRIORITIES.
1.17    Subdivision 1. General. The State Government Finance Division of the House
1.18Finance Committee prioritizes the appropriations in this act as provided in this section.

2.13Boulevard in St. Paul.

Subd. 3.Property Acquisition

2.15To acquire property at 639 Jackson Street in
2.16St. Paul adjacent to the Harold E. Stassen
2.17Building, to demolish existing structures
2.18on the property, and to develop temporary
2.19parking on the site and adjacent areas.

Subd. 4.State Capitol Building Restoration

2.21(a) For asset preservation of the State
2.22Capitol Building, including but not limited
2.23to: site work to stabilize the plaza; repair,
2.24replacement, and stabilization of the
2.25building's exterior envelope; replacement of
2.26air handling units at risk of failure; projects
2.27to improve interior emergency lighting,
2.28dome lighting, and catwalks; construction of
2.29secure northeast and northwest underground
2.30mechanical vaults; replacement of the south
2.31stair entry; tuckpointing of the dome; and
2.32roof repairs.
3.1(b) Of this appropriation, $2,000,000 is
3.2for predesign and to continue design of a
3.3phased full restoration of the State Capitol
3.4Building. The predesign work must also
3.5include analysis of options for moving some
3.6functions currently located in the building
3.7to alternate locations. The predesign work
3.8must include a comprehensive plan for the
3.9north campus of the State Capitol complex,
3.10and must provide plans to coordinate the
3.11restoration work with light rail construction.
3.12(c) The appropriation in paragraph (b)
3.13is added to the funding provided to the
3.14commissioner by Laws 2006, chapter 258,
3.15section 13, to continue design work to restore
3.16the State Capitol Building.

Subd. 5.Capital Asset Preservation and
Replacement Account (CAPRA)

3.31the predesign under paragraph (a), the
3.32unspent portion of this appropriation may be
3.33used to predesign a colocated headquarters
3.34for the Departments of Public Safety and
3.35Corrections.

4.5veterans memorial in Purgatory Creek

4.10Minneapolis to predesign the redevelopment
4.11of Orchestra Hall and Peavey Plaza at its

Sec. 4. MILITARY AFFAIRS

4.2416B.307. This appropriation may be used
4.25to repair the roof at the Bemidji National
4.26Guard Training and Community Center and
4.27to replace the roof at the St. Cloud National
4.28Guard Training and Community Center.

Subd. 3.Facility Life Safety Improvements

5.9The unspent portion of an appropriation for

5.11completed may be used for any other purpose
5.12permitted under Minnesota Statutes, section
5.1316B.307.

5.14    Sec. 5. BOND SALE AUTHORIZATION.
5.15    To provide the money appropriated in this act from the bond proceeds fund, the
5.16commissioner of finance shall sell and issue bonds of the state in an amount up to $....... in
5.17the manner, upon the terms, and with the effect prescribed by Minnesota Statutes, sections
5.1816A.631 to 16A.675, and by the Minnesota Constitution, article XI, sections 4 to 7.

5.19    Sec. 6. EFFECTIVE DATE.
5.20    Except as otherwise provided, this act is effective the day following final enactment.
