  1.1                          A bill for an act 
  1.2             relating to the environment; modifying matching money 
  1.3             for environmental learning centers; amending Laws 
  1.4             1994, chapter 643, section 23, subdivision 28.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1994, chapter 643, section 23, subdivision 
  1.7   28, is amended to read:  
  1.8   Subd. 28.  Environmental     
  1.9   Learning Centers                                     11,500,000
  1.10  This appropriation is to the 
  1.11  commissioner of natural resources to 
  1.12  plan, design, and construct facilities 
  1.13  owned by political subdivisions at 
  1.14  residential environmental learning 
  1.15  centers as provided in this subdivision 
  1.16  and new Minnesota Statutes, section 
  1.17  84.0875. 
  1.18  The appropriations in items (a) through 
  1.19  (e) are available only when the 
  1.20  commissioner has determined that 
  1.21  matching money in the sum of 
  1.22  $17,500,000 $12,500,000 has been 
  1.23  committed by nonstate sources. 
  1.24  (a) Long Lake Conservation Center                     1,200,000
  1.25  This appropriation is for a grant to 
  1.26  Aitkin county. 
  1.27  (b) Deep Portage Conservation Reserve                 1,470,000
  1.28  This appropriation is for a grant to 
  1.29  Cass county. 
  1.30  (c) Wolf Ridge Environmental    
  1.31  Learning Center                                       2,100,000
  1.32  This appropriation is for a grant to 
  1.33  independent school district No. 381, 
  1.34  Lake Superior. 
  2.1   (d) Northwoods Audubon Center                         1,080,000
  2.2   This appropriation is for a grant to 
  2.3   independent school district No. 2580, 
  2.4   East Central. 
  2.5   (e) Forest Resource Center                            1,650,000
  2.6   This appropriation is for a grant to 
  2.7   independent school district No. 229, 
  2.8   Lanesboro. 
  2.9   If land and improvements in Fillmore 
  2.10  county that were conveyed by the state 
  2.11  to Southern Minnesota Forest Resource 
  2.12  Center under Laws 1990, chapter 452, 
  2.13  section 7, are pledged as security for 
  2.14  a loan to assist with the completion of 
  2.15  this project, the right of reverter 
  2.16  retained by the state is waived in 
  2.17  favor of the lender. 
  2.18  (f) Agassiz Environmental   
  2.19  Learning Center                                         300,000
  2.20  This appropriation is for a grant to 
  2.21  the city of Fertile. 
  2.22  (g) Laurentian Environmental
  2.23  Learning Center                                         450,000
  2.24  This appropriation is for a grant to 
  2.25  independent school district No. 621, 
  2.26  Mounds View. 
  2.27  (h) Prairie Woods           
  2.28  Environmental Learning Center                           250,000
  2.29  This appropriation is for a grant to 
  2.30  Kandiyohi county. 
  2.31  (i) Prairie Wetlands        
  2.32  Environmental Learning Center                         3,000,000
  2.33  This appropriation is for a grant to 
  2.34  the city of Fergus Falls. 
  2.35  Appropriations in this subdivision must 
  2.36  be used for qualified capital 
  2.37  expenditures.
