A bill for an act
relating to health care; increasing the medical assistance reimbursement rate for
public health nurse home visits; proposing coding for new law in Minnesota
Statutes, chapter 256B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

HEALTH NURSE HOME VISITS.

new text begin Effective for services provided on or after January 1, 2018, prenatal and postpartum
follow-up home visits provided by public health nurses or registered nurses supervised by
a public health nurse using evidence-based models shall be paid a minimum of $140 per
visit for managed care and fee-for-service visits. Evidence-based postpartum follow-up
home visits must be administered by home visiting programs that meet the United States
Department of Health and Human Services criteria for evidence-based models and are
identified by the commissioner of health as eligible to be implemented under the Maternal,
Infant, and Early Childhood Home Visiting program. Home visits must target mothers and
their children beginning with prenatal visits through age three for the child. The commissioner
shall report to the Centers for Medicare and Medicaid Services on the impact of
evidence-based public health nurse home visits on outcomes in the areas of maternal and
child health and child abuse and neglect.
