  1.1                          A bill for an act 
  1.2             relating to local government; providing for 
  1.3             publication of public notices on Web sites of local 
  1.4             public corporations and newspapers; amending Minnesota 
  1.5             Statutes 2000, sections 331A.01, by adding a 
  1.6             subdivision; and 331A.03, by adding subdivisions. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 331A.01, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 11.  [WEB SITE.] "Web site" means a server connected 
  1.11  to the Internet and hosting World Wide Web pages and other files 
  1.12  that are generally accessible on the Internet all or most of the 
  1.13  day. 
  1.14     Sec. 2.  Minnesota Statutes 2000, section 331A.03, is 
  1.15  amended by adding a subdivision to read: 
  1.16     Subd. 3.  [PUBLICATION ON NEWSPAPER WEB SITES.] A qualified 
  1.17  newspaper that accepts public notices for publication must also 
  1.18  post the public notices on its Web site, if any, for the same 
  1.19  period of time as is required for the printed notices. 
  1.20     Sec. 3.  Minnesota Statutes 2000, section 331A.03, is 
  1.21  amended by adding a subdivision to read: 
  1.22     Subd. 4.  [PUBLICATION ON LOCAL GOVERNMENT WEB SITES.] A 
  1.23  local public corporation required to publish a public notice in 
  1.24  a qualified newspaper may also post the public notice on a Web 
  1.25  site of the local public corporation, if any, for the same 
  1.26  period of time as is required for the printed notice. 
  2.1      Sec. 4.  [EFFECTIVE DATE.] 
  2.2      Sections 1 to 3 are effective the day following final 
  2.3   enactment.
