A bill for an act
relating to health; appropriating money for diabetes prevention, treatment, and
cure.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DECADE OF DISCOVERY IN DIABETES.

new text begin (a) $5,000,000 in fiscal year 2014 and $5,000,000 in fiscal year 2015 are appropriated
from the general fund to the commissioner of health for the Decade of Discovery in
Diabetes program to develop and implement a comprehensive program to prevent, treat,
and cure diabetes in Minnesota. The commissioner shall provide grants to the University
of Minnesota and the Mayo Clinic Foundation to enable these two institutions to leverage
expertise in diabetes prevention and treatment to partner with the state's public and
private sectors to develop: (1) statewide prevention and care delivery initiatives; (2)
basic, translational, and clinical research; (3) public education programs for health care
providers and patients; and (4) other transformative initiatives. This appropriation is
available until expended.

new text begin (b) The funds in paragraph (a) shall cover direct, indirect, and administrative costs of
the program. The University of Minnesota and the Mayo Clinic Foundation shall submit a
report annually to the chairs and ranking minority members of the legislative committees
with jurisdiction over health and human services by June 30 of 2014 and 2015. The report
shall address the progress of the criteria in paragraph (a) and the expenditure of funds.
