  1.1                          A bill for an act 
  1.2             relating to community development; providing funding 
  1.3             for the center for victims of torture; appropriating 
  1.4             money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CENTER FOR VICTIMS OF TORTURE; APPROPRIATION.] 
  1.7      $500,000 is appropriated from the general fund for the 
  1.8   fiscal year ending June 30, 1998, to the commissioner of 
  1.9   economic security for a grant to the center for victims of 
  1.10  torture.  The grant is to design and develop training to educate 
  1.11  health care and human service workers on levels of sensitive 
  1.12  care and how to make referrals, and to establish a network of 
  1.13  care providers to do pro bono care for torture survivors so as 
  1.14  to enable a rapid integration into communities and labor markets 
  1.15  by torture victims.  This is a one-time appropriation requiring 
  1.16  a one-to-one nonstate, in-kind match, and is available until 
  1.17  expended.
