A bill for an act
proposing an amendment to the Minnesota Constitution by adding a section to
article I; establishing rights of a parent in the education of their child.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, a section shall be added to article I, to read:

new text begin Sec. 18. new text end

new text begin The liberty of a parent to direct the education of their child is fundamental and
includes the right to choose, as an alternative to public education, a private, religious, or
home school, and the right to make reasonable choices within a public school for their child.
The state must not infringe on these rights.

Sec. 2. new text begin SUBMISSION TO VOTERS.

new text begin The proposed amendment must be submitted to the people at the 2022 general election.
The question submitted must be:

new text begin "Shall the Minnesota Constitution be amended to provide that the liberty of a parent to
direct the education of their child is fundamental and includes the right to choose, as an
alternative to public education, a private, religious, or home school, and the right to make
reasonable choices within a public school for their child, and that the state must not infringe
