  1.5      Section 1.  [REPEALER.] 
  1.6      Laws 1990, chapter 521, section 4, is repealed. 
  1.7      Sec. 2.  [EFFECTIVE DATE.] 
  1.8      Section 1 is effective the day following final enactment.
