  1.1                          A bill for an act 
  1.2             relating to excavation notification; requiring notice 
  1.3             of underground facilities in drawings for bid 
  1.4             specifications or plans; amending Minnesota Statutes 
  1.5             1996, section 216D.04, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 216D.04, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 1a.  [PLANS FOR EXCAVATION.] Any person, prior to 
  1.10  soliciting bids or entering into a contract for excavation, 
  1.11  shall contact the notification center to obtain information from 
  1.12  the affected operators of underground facilities on the type, 
  1.13  size, and general location of underground facilities.  The 
  1.14  person must show upon the final drawing used for the bid or 
  1.15  contract the information obtained from the affected operators on 
  1.16  the type, size, and general location of underground facilities.  
  1.17  This information must be obtained not more than 90 days before 
  1.18  completion of the final drawing used for the bid or contract.  
  1.19  This subdivision does not apply to routine maintenance and 
  1.20  service line installations and other projects for which drawings 
  1.21  and plans are not usually done. 
  1.22     Sec. 2.  [EFFECTIVE DATE.] 
  1.23     Section 1 is effective July 1, 1997, and applies to bids, 
  1.24  contracts, and drawings which occur on or after that date.
