  1.1                          A bill for an act 
  1.2             relating to appropriations; changing and reducing 
  1.3             appropriations made for public safety, criminal 
  1.4             justice, and other agencies and activities; making 
  1.5             clarifying changes; amending Laws 2001, First Special 
  1.6             Session chapter 8, article 4, section 11, as amended; 
  1.7             repealing Minnesota Statutes 2002, sections 241.41; 
  1.8             241.42; 241.43; 241.44; 241.441; 241.45. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10                             ARTICLE 1 
  1.11                  CRIMINAL JUSTICE APPROPRIATIONS 
  1.12  Section 1.  [APPROPRIATIONS/REDUCTIONS.] 
  1.13     The dollar amounts in the columns under "APPROPRIATION 
  1.14  CHANGE" are added to or, if shown in parentheses, are subtracted 
  1.15  from the appropriations in Laws 2001, First Special Session 
  1.16  chapter 8 or 9, or other law, as amended by Laws 2002, chapter 
  1.17  220 or 374, or other law to the specified agencies.  The 
  1.18  appropriations are from the general fund or other named fund and 
  1.19  are available for the fiscal years indicated for each purpose.  
  1.20  The figure "2003" means that the addition to or subtraction from 
  1.21  the appropriations listed under the figure is for the fiscal 
  1.22  year ending June 30, 2003. 
  1.23     The appropriation reductions in this article also reduce 
  1.24  the corresponding budget base by the same amount in subsequent 
  1.25  years unless otherwise indicated.

  2.1   Sec. 2.  SUPREME COURT                              (1,732,000) 
  2.2   No portion of this reduction may come 
  2.3   from a reduction in spending of funds 
  2.4   appropriated to the courts for the 
  2.5   Minnesota court information system. 
  2.6   Of this amount, $442,000 is a reduction 
  2.7   in funding for civil legal services. 
  2.8   Sec. 3.  COURT OF APPEALS                             (321,000)

  2.16  To the extent possible, the 
  2.17  commissioner of corrections must aim 
  2.18  these reductions at juvenile services, 
  2.19  community services, and operations 
  2.20  support.  However, the commissioner may 
  2.21  direct the reduction as appropriate to 
  2.22  achieve the greatest efficiencies, 
  2.23  considering the demands and resources 
  2.24  of the entire department. 
  2.25  No portion of this reduction may come 
  2.26  from a reduction in spending of funds 
  2.27  appropriated to the department for 
  2.28  CriMNet. 
  2.29  Sec. 10.  PUBLIC SAFETY                             (3,401,000) 
  2.30  To the maximum extent possible, the 
  2.31  commissioner must make reductions that 
  2.32  do not adversely affect public safety 
  2.33  or the ability of the state of 
  2.34  Minnesota and local public safety 
  2.35  professionals to prepare for and 
  2.36  recover from acts of terrorism.  
  2.37  Of this amount, $2,500,000 is a 
  2.38  reduction to CriMNet local planning and 
  2.39  implementation grants under Minnesota 
  2.40  Statutes, section 299C.65, subdivisions 
  2.41  6 and 7.  This is a onetime reduction. 
  2.42  Sec. 11.  OMBUDSMAN FOR CORRECTIONS                    (33,000)

  2.47     Sec. 14.  Laws 2001, First Special Session chapter 8, 
  2.48  article 4, section 11, as amended by Laws 2002, chapter 220, 
  2.49  article 7, section 30, is amended to read: 
  2.50  Sec. 11.  BOARD OF PEACE OFFICER 
  3.1   STANDARDS AND TRAINING                                         
  3.2                                          4,604,000      4,633,000

  3.4   [PEACE OFFICER TRAINING ACCOUNT.] This 
  3.5   appropriation is from the peace officer 
  3.6   training account in the special revenue 
  3.7   fund.  Any receipts credited to the 
  3.8   peace officer training account in the 
  3.9   special revenue fund in the first year 
  3.10  in excess of $4,604,000 must be 
  3.11  transferred and credited to the general 
  3.12  fund.  Any receipts credited to the 
  3.13  peace officer training account in the 
  3.14  special revenue fund in the second year 
  3.15  in excess of $4,633,000 $4,494,000 must 
  3.16  be transferred and credited to the 
  3.17  general fund. 
  3.18  A $139,000 reduction in funds available 
  3.19  to peace officer standards and training 
  3.20  board must be directed to the 
  3.21  educational opportunities program. 
  3.22     Sec. 15.  [OFFICE ABOLISHED.] 
  3.23     The office of ombudsman for the Minnesota state department 
  3.24  of corrections is abolished. 
  3.25     Sec. 16.  [FILE AND DATA TRANSFER.] 
  3.26     On June 30, 2003, the corrections ombudsman shall deliver 
  3.27  to the Minnesota historical society all files, records, and data 
  3.28  under the authority or control of the ombudsman relating to all 
  3.29  of the activities and investigations of the office of the 
  3.30  corrections ombudsman. 
  3.31     Sec. 17.  [REPEALER.] 
  3.32     Minnesota Statutes 2002, sections 241.41; 241.42; 241.43; 
  3.33  241.44; 241.441; and 241.45, are repealed. 
  3.34     Sec. 18.  [EFFECTIVE DATE.] 
  3.35     Sections 1 to 17 are effective the day following final 
  3.36  enactment, unless otherwise specified.
