requirements.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PRIOR WRITTEN NOTICE; RULEMAKING.

new text begin The commissioner of education must adopt a rule on the documentation requirements
for prior written notice under Minnesota Rules, part 3525.3600. The commissioner must
provide a cost-benefit analysis for a proposed state requirement that exceeds the federal
requirements for prior written notice. After the rule on prior written notice is adopted, the
commissioner may amend the rule only under specific legislative authority.
