A bill for an act
relating to public safety; appropriating money for local emergency management
grants for local planning and preparedness efforts; requiring a report.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $3,000,000 in fiscal year 2024 and $3,000,000 in fiscal year 2025 are appropriated
from the general fund to the commissioner of public safety for the director of Homeland
Security and Emergency Management Division (HSEM) to award grants in equal amounts
to the emergency management organization of the 87 counties, 11 federally recognized
Tribes, and four cities of the first class for reimbursement of planning and preparedness
activities, including capital purchases, that are eligible under federal emergency management
grant guidelines. Local emergency management organizations must make a request to HSEM
for these grants. Current local funding for emergency management and preparedness activities
may not be supplanted by these additional state funds. Of this amount, up to one percent
may be used for the administrative costs of the agency. Funds appropriated for this purpose
do not cancel and are available until expended. Unspent money may be redistributed to
eligible local emergency management organizations.

(b) By March 15, 2024, the commissioner of public safety must submit a report on the
grant awards to the chairs and ranking minority members of the legislative committees with
jurisdiction over emergency management and preparedness activities. At a minimum, the
report must identify grant recipients and give detailed information on how the grantees used
the money received.
