  1.1                          A bill for an act
  1.2             relating to transportation; authorizing issuance of 
  1.3             additional state transportation bonds to match federal 
  1.4             funds for replacement or rehabilitation of, local 
  1.5             deficient bridges; increasing an earlier 
  1.6             appropriation; amending Laws 1996, chapter 463, 
  1.7             section 19, subdivision 4. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Laws 1996, chapter 463, section 19, subdivision 
  1.10  4, is amended to read: 
  1.11  Subd. 4.  Local Bridge 
  1.12  Replacement and Rehabilitation           10,000,000   15,800,000
  1.13  This appropriation is from the state 
  1.14  transportation fund as provided in 
  1.15  Minnesota Statutes, section 174.50, to 
  1.16  match federal funds and to replace or 
  1.17  rehabilitate local deficient bridges. 
  1.18  Political subdivisions may use grants 
  1.19  made under this section to construct or 
  1.20  reconstruct bridges, including: 
  1.21  (1) matching federal-aid grants to 
  1.22  construct or reconstruct key bridges; 
  1.23  (2) paying the costs of preliminary 
  1.24  engineering and environmental studies 
  1.25  authorized under Minnesota Statutes, 
  1.26  section 174.50, subdivision 6a; 
  1.27  (3) paying the costs to abandon an 
  1.28  existing bridge that is deficient and 
  1.29  in need of replacement, but where no 
  1.30  replacement will be made; and 
  1.31  (4) paying the costs to construct a 
  1.32  road or street to facilitate the 
  1.33  abandonment of an existing bridge 
  1.34  determined by the commissioner to be 
  1.35  deficient, if the commissioner 
  1.36  determines that construction of the 
  2.1   road or street is more cost-efficient 
  2.2   than the replacement of the existing 
  2.3   bridge. 
  2.4      Sec. 2.  [TRANSPORTATION FUND.] 
  2.5      To provide the additional money appropriated in this act 
  2.6   from the state transportation fund, the commissioner of finance, 
  2.7   on request of the governor, shall sell and issue general 
  2.8   obligation bonds of the state in an amount up to $5,800,000 in 
  2.9   the manner, upon the terms, and with the effect prescribed by 
  2.10  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.11  Minnesota Constitution, article XI, sections 4 to 7.  The 
  2.12  proceeds of the bonds, except accrued interest and any premium 
  2.13  received on the sale of the bonds, must be credited to a bond 
  2.14  proceeds account in the state transportation fund.  
  2.15     Sec. 3.  [EFFECTIVE DATE.] 
  2.16     Sections 1 and 2 are effective July 1, 1997.
