1.1A Senate resolution
1.2honoring Dr. Paul A. Wilson, Director, Tax Research Division, Minnesota
1.3Department of Revenue, on the occasion of his retirement and thanking him
1.4for his years of service to the State of Minnesota.
1.5WHEREAS, those whose service and extensive contribution to state policy making are
1.6exemplary and deserving of special legislative recognition; Dr. Paul A. Wilson graduated with high
1.7honors from Earlham College with a bachelor of arts degree in economics and from the University
1.8of Wisconsin with a doctor of philosophy in economics; and
1.9WHEREAS, Dr. Wilson had full-time appointments for a total of 17 years at various liberal
1.10arts colleges, including four years as chair of the economics department at Bethel College; and
1.11WHEREAS, Dr. Wilson was appointed as a tax policy analyst for the United States Treasury
1.12and Presidential tax reform proposals of 1984 and 1985; and
1.13WHEREAS, Dr. Wilson served as a consultant to the World Bank and the Urban Institute
1.14on public policy analysis and computer modeling of tax policies; he has presented and published
1.15his research nationally and internationally at conferences and in scholarly publications; and
1.16WHEREAS, Dr. Wilson began his service to Minnesota in 1992 as a Senior Tax Research
1.17Analyst in the Tax Research Division at the Minnesota Department of Revenue, and then served
1.18as Tax Fiscal Analyst for the Minnesota House of Representatives; and
1.19WHEREAS, Dr. Wilson began his current position as Director of the Tax Research Division
1.20at the Minnesota Department of Revenue in 2006; and
1.21WHEREAS, Dr. Wilson, and the Tax Research Division under his leadership, are highly
1.22regarded by the past and present members of the Minnesota Senate Tax Committee and its staff for
1.23their professional integrity and diligence, and the thorough analysis and precision reflected in their
1.24work; and
1.25WHEREAS, after more than 20 years of outstanding service to the state in tax and fiscal
1.26analysis, including 11 years as Director of the Tax Research Division of the Minnesota Department
1.27of Revenue, Dr. Wilson is retiring; and
1.28NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.29congratulates Dr. Paul A. Wilson on the occasion of his retirement, and thanks and commends him
1.30for his decades of exceptional, dedicated service to the State of Minnesota.
1.31BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.32enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.33Chair of the Senate Rules and Administration Committee, and transmit it to Dr. Paul A. Wilson.
