A bill for an act
relating to health; appropriating money for water safety plans for cities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. WATER SAFETY ACTION PLAN; APPROPRIATION.

(a) $....... in fiscal year 2024 is appropriated from the general fund to the commissioner
of health to prepare a statewide drinking water safety action plan in consultation with the
Board of Regents of the University of Minnesota. This is a onetime appropriation. The plan
must include recommendations for:

(1) protecting and improving the state's public drinking water through research,
implementation, and outreach;

(2) providing educational programs for later implementation that focus on water safety
for public water supplies;

(3) providing resources to identify hazards associated with aquifers and wells of particular
designs and ages;

(4) preparing a prototype plan that would combine source-water protection plans, water
supply safety plans, emergency response plans, treatment options, distribution-network
diagrams, and best operating procedures; and

(5) a template and funding options for a pilot study.

(b) The plan must be submitted to the chairs and ranking minority members of the house
of representatives and senate committees and divisions with jurisdiction over environment
and natural resources and health by June 30, 2025.
