A bill for an act
relating to local government; establishing the Local Government Oversight Task
Force; requiring reports.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. LOCAL GOVERNMENT OVERSIGHT TASK FORCE.

Subdivision 1.

Establishment.

(a) The state auditor must convene a Local Government
Oversight Task Force to discuss and articulate options to streamline, align, and modernize
local government audits and related requirements.

(b) The task force must meet at least quarterly. The state auditor must convene the first
meeting by July 1, 2024, and provide staff and administrative support as necessary. Members
of the task force serve without compensation or reimbursement.

Subd. 2.

Powers and duties; report.

The task force must develop recommendations
designed to streamline, align, and modernize local government audits and similar engagement
requirements and report those recommendations to the legislature by February 1 of each
year.

Subd. 3.

Membership.

Members of the task force include:

(1) one legislator appointed by the House of Representatives State and Local Government
Finance and Policy committee and one legislator appointed by the Senate State Local
Government and Veterans committee;

(2) one representative appointed by the League of Minnesota Cities;

(3) one representative appointed by the Minnesota Association of Townships;

(4) one representative appointed by the Minnesota School Boards Association;

(5) one representative appointed by the Office of the State Auditor;

(6) one representative appointed by the Minnesota Association of Small Cities;

(7) one representative appointed by Metro Cities (Association of Metropolitan
Municipalities);

(8) one representative appointed by the Minnesota Inter-County Association;

(9) two representatives appointed by the Minnesota Government Finance Officers
Association;

(10) two representatives appointed by the Minnesota Association of School Business
Officials;

(11) two representatives of certified public accountant audit firms licensed under
Minnesota Statutes, chapter 326A, appointed by the Minnesota Society of CPAs;

(12) two representatives of oversight stakeholder groups appointed by the Office of the
State Auditor;

(13) one representative of the Department of Management and Budget, appointed by
the commissioner of management and budget;

(14) one representative of the Department of Revenue, appointed by the commissioner
of revenue; and

(15) one representative of the Department of Education, appointed by the commissioner
of education.

Subd. 4.

Expiration.

The task force expires June 30, 2026.

This section is effective the day following final enactment.
