A bill for an act
relating to corrections; appropriating money for improving data management
systems; creating a statewide public safety information-sharing infrastructure.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. STATEWIDE PUBLIC SAFETY DATA INFRASTRUCTURE;
APPROPRIATION.

(a) $1,000,000 in fiscal year 2022 and $11,000,000 in fiscal year 2023 are appropriated
from the general fund to the commissioner of corrections to replace or improve existing
corrections data management systems that have significant deficiencies, create a statewide
public safety information-sharing infrastructure, and improve data collection and reportability.
The base for each of fiscal years 2024 and 2025 is $11,000,000. The base for fiscal year
2026 is $9,000,000.

(b) For the development, design, and implementation of the statewide public safety data
information-sharing infrastructure, the department shall, at a minimum, consult with county
correctional supervision providers, the judicial branch, the Minnesota Sheriffs' Association,
the Minnesota Chiefs of Police Association, and the Bureau of Criminal Apprehension.

EFFECTIVE DATE.

This section is effective the day following final enactment.
