A bill for an act
relating to state government; requiring commissioner of management and budget
to send bills to employees and former employees for insurance through multiple
channels; proposing coding for new law in Minnesota Statutes, chapter 43A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin No employer may terminate the life insurance, hospital, medical and dental benefits,
or other optional coverages of an employee or former employee who is receiving benefits
under this chapter for failure to remit the employee's or former employee's benefit
contribution unless the commissioner of management and budget has:

new text begin (1) mailed notice of the amount due to each street address on record for the employee
or former employee; and
new text end

new text begin (2) sent an e-mail to each e-mail address on record for the employee or former
employee; or has called and, when permitted, left a voice mail message for the employee
or former employee at each telephone number on record.
