  1.1                          A bill for an act 
  1.2             relating to health; establishing an automatic external 
  1.3             defibrillator acquisition and distribution program; 
  1.4             appropriating money; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 144E. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [144E.60] [AUTOMATIC EXTERNAL DEFIBRILLATOR 
  1.8   ACQUISITION AND DISTRIBUTION PROGRAM.] 
  1.9      Subdivision 1.  [PROGRAM ESTABLISHED.] (a) The board shall 
  1.10  administer a program to distribute automatic external 
  1.11  defibrillators to entities that are first responders for medical 
  1.12  emergencies, including local police and fire departments, the 
  1.13  department of public safety, and first responders registered 
  1.14  under this chapter. 
  1.15     (b) The board may establish a committee consisting of 
  1.16  representatives from local police and fire departments and 
  1.17  registered first responders to review applications for 
  1.18  defibrillators and make recommendations to the board. 
  1.19     (c) The board shall report to the legislature by January 15 
  1.20  of each odd-numbered year on the acquisition and distribution of 
  1.21  defibrillators under the program. 
  1.22     Subd. 2.  [REQUIREMENTS OF APPLICANTS.] To receive 
  1.23  defibrillators under this section, an applicant must: 
  1.24     (1) provide a 25 percent match from nonstate sources.  The 
  1.25  department of public safety is exempt from this requirement; 
  2.1      (2) provide any necessary training to employees concerning 
  2.2   the use of the defibrillator; and 
  2.3      (3) retain or consult with a physician consultant who is 
  2.4   responsible for assisting the applicant with issues involving 
  2.5   the defibrillator and for tracking the medical status of persons 
  2.6   on whom a defibrillator has been used. 
  2.7      Sec. 2.  [APPROPRIATION.] 
  2.8      $....... is appropriated from the general fund to the 
  2.9   emergency medical services regulatory board for the biennium 
  2.10  beginning July 1, 2003, for the purposes of section 1.
