A bill for an act
relating to state government; proposing an amendment to the Minnesota
Constitution, article IV, section 2; reducing the size of the legislature; amending
Minnesota Statutes 2016, section 2.031, subdivision 1; repealing Minnesota Statutes
2016, section 2.021.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

ARTICLE 1

CONSTITUTIONAL AMENDMENT

Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.

An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, article IV, section 2, will read:

Sec. 2.

The number of members who compose the senate and house of representatives
shall be prescribed by law.
The senate shall be comprised of 49 members, and the house of
representatives shall be comprised of 98 members.
The representation in both houses shall
be apportioned equally throughout the different sections of the state in proportion to the
population thereof.

Sec. 2. SUBMISSION TO VOTERS; EFFECTIVE DATE.

The proposed amendment must be submitted to the people at the 2018 general election.
If ratified, the amendment is effective for sessions of the legislature convening on or after
January 1, 2022. The question submitted must be:

"Shall the Minnesota Constitution be amended to reduce the size of the senate to 49
members and reduce the size of the house of representatives to 98 members, effective for
legislative sessions convening on or after January 1, 2022?

ARTICLE 2

CONFORMING CHANGES

Section 1.

Minnesota Statutes 2016, section 2.031, subdivision 1, is amended to read:


Subdivision 1.

Legislative districts.

The representatives in the senate and house of
representatives are apportioned throughout the state in 67 senate districts and 134 house of
representatives districts
the number of districts prescribed by the Minnesota Constitution.
Each senate district is entitled to elect one senator and each house of representatives district
is entitled to elect one representative.

Sec. 2. REPEALER.

Minnesota Statutes 2016, section 2.021, is repealed.

Sec. 3. EFFECTIVE DATE.

This article is effective and applies to sessions of the legislature convening on or after
January 1, 2022, if the constitutional amendment proposed in article 1 is ratified.

2.021 NUMBER OF MEMBERS.

For each legislature, until a new apportionment shall have been made, the senate is composed of 67 members and the house of representatives is composed of 134 members.
