A bill for an act
relating to energy; establishing an energy storage systems standard; amending
Minnesota Statutes 2016, section 216B.1691, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 216B.1691, is amended by adding a subdivision
to read:


Subd. 2g.

Energy storage standard.

(a) In addition to the requirements of subdivisions
2a, 2b, and 2f, each electric utility must provide its retail customers in Minnesota with
electricity drawn from energy storage systems so that by December 31, 2023, at least .......
percent of the utility’s total electric sales to retail customers in Minnesota is drawn from
energy storage systems. Of this amount, at least ....... percent must be met from energy
storage systems:

(1) owned by a retail electric customer of the utility;

(2) located at the retail electric customer’s point of consumption; and

(3) whose dispatch of stored electricity is controlled by the retail electric customer.

(b) For the purposes of this section, “energy storage system” means a commercially
available technology capable of (1) absorbing and storing electrical energy, and (2)
dispatching stored electrical energy at a later time.

EFFECTIVE DATE.

This section is effective the day following final enactment.
