A bill for an act
relating to capital investment; appropriating money for capital improvements
and betterments at military affairs facilities statewide; authorizing the sale and
issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin (a) $22,055,000 is appropriated from the bond
proceeds fund to the adjutant general for the purposes in this subdivision.

new text begin (b) $6,110,000 is for asset preservation improvements and betterments of a
capital nature at military affairs facilities statewide, to be spent in accordance with
Minnesota Statutes, section 16B.307, including life safety improvements, correcting code
deficiencies, and federal Americans with Disabilities Act (ADA) compliance activities.

new text begin (c) $1,420,000 is to renovate existing space, furnish, and equip the Owatonna
Armory. This appropriation may also be used to construct an addition for motor vehicle
and equipment storage.

new text begin (d) $4,500,000 is to complete the construction, furnishing, and equipping of a new
facility or to renovate a facility in West St. Paul to include design, mechanical, and life
safety improvements.

new text begin (f) $4,250,000 is for asset preservation improvements and betterments of a
capital nature at military affairs facilities in St. Cloud, to be spent in accordance with
Minnesota Statutes, section 16B.307, including life safety improvements, correcting code
deficiencies, and federal Americans with Disabilities Act (ADA) compliance activities.

nature at military affairs facilities in Detroit Lakes, to be spent in accordance with
Minnesota Statutes, section 16B.307, including life safety improvements, correcting code

capital nature at military affairs facilities in Brainerd, to be spent in accordance with

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $22,055,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
