relating to state government; establishing a Legislative Commission on United
Nations Agenda 21; proposing coding for new law in Minnesota Statutes,
chapter 3.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The Legislative Commission on United Nations Agenda
21 is established to study the implementation of United Nations Agenda 21 by the state,
counties, regional commissions, towns, and cities.

new text begin Membership. new text end

new text begin (a) The commission consists of eight members appointed
as follows:

new text begin (1) four members of the senate, three of whom are appointed by the Subcommittee
on Committees of the Committee on Rules and Administration, and one who is appointed
by the minority leader of the senate; and

new text begin (2) four members of the house of representatives, three of whom are appointed by
the speaker of the house and one who is appointed by the minority leader of the house
of representatives.

new text begin (b) Members shall serve until replaced or until they are no longer a member of the
legislative body from which they are appointed. Appointing authorities shall fill vacancies
on the commission within 30 days of a vacancy being created.

new text begin The commission shall elect a chair from among its members.
The chair alternates between a member of the senate and a member of the house of
representatives in January of each odd-numbered year.

new text begin Members of the commission shall not receive
compensation, per diem, or reimbursement of any expense when attending to the duties
of the commission.

new text begin The commission shall (1) study the impact of implementing United
Nations Agenda 21 on the state, counties, regional commissions, towns, and cities, and (2)
prepare a report to the senate and the house of representatives. The report shall include
recommendations and draft legislation to prevent implementation of United Nations
Agenda 21 by the state, counties, regional commissions, towns, and cities.

new text begin The commission shall report to the legislature any
recommendations with proposed legislation by January 15 of each year.

new text begin The first members of the commission must be
appointed by July 1, 2012, for terms ending the first Monday in January 2013.

new text begin The first meeting of the commission shall be called by
the most senior member of the senate. The commission shall elect its first chair from
among its senate members at the first meeting.
